At its July meeting, City Council unanimously appointed Cristina De Caprio as Toronto's Lobbyist Registrar, effective September 12. The Lobbyist Registrar promotes and enhances the transparency and integrity of the City's governance through public disclosure of lobbying activities and the regulation of lobbyists' conduct.
"Ms. De Caprio will play an important role in maintaining public confidence in City Hall," said Mayor John Tory. "I congratulate her on this appointment and look forward to her work at the City.”
The Lobbyist Registrar's responsibilities include overseeing the lobbyist registration system, providing advice on Chapter 140, Lobbying, of the Toronto Municipal Code, conducting inquiries and investigations, enforcing compliance and advising City Council on lobbying matters. The Lobbyist Registrar is an independent officer, appointed by and reporting to Toronto City Council whose powers and duties are set out in the Toronto Municipal Code.
"Ms. De Caprio’s leadership experience with regulatory organizations made her the ideal candidate and will be of great benefit to her in this role," said Councillor Norm Kelly (Ward 40 Scarborough-Agincourt), Chair of the Lobbyist Registrar Selection Panel.
De Caprio takes over the position from Stephen Littlejohn who was appointed interim Lobbyist Registrar in May 2016 following the retirement of Linda Gerkhe. “On behalf of City Council, I extend my sincere thanks to Stephen Littlejohn for his work as Interim Lobbyist Registrar over the last two months,” said Mayor Tory.
De Caprio has held major leadership roles in regulatory organizations including the College of Traditional Chinese Medicine Practitioners and Acupuncturists of Ontario, the College of Chiropractors of Ontario and the College of Denturists of Ontario. She also has leadership experience in the non-profit sector, having worked with the Juvenile Diabetes Research Foundation and the Canadian Cancer Society. De Caprio has practised law in the areas of wills, estates and family law, and earned a Bachelor of Laws from the University of Western Ontario in 1992.
