Toronto City Council unanimously approves new collective agreement with TCEU Local 416 New agreement respects employees and City’s financial realities

Toronto City Council today approved a new collective agreement with the Toronto Civic Employees' Union Local 416 (CUPE), which represents 4,200 active outside workers and paramedics. This new collective agreement is one which is reasonable, affordable and allows the City to respond more effectively to the needs of Toronto residents and businesses.
 
"I am pleased that City Council unanimously approved the new collective agreement with TCEU Local 416," said Mayor John Tory. "This new collective agreement is a good deal that respects our hardworking employees, reflects our financial realities as a city and is fair to the taxpayers.” 
 
The agreement approved at today's Special Council meeting is a four-year contract (January 1, 2016 to December 31, 2019) which reflects the City's bargaining objectives and is within the bargaining mandate set by the City's Employee and Labour Relations Committee. 
 
The new collective agreement provides employees with modest wage increases of 1.25 per cent annually, for a 5.00 per cent cumulative base pay increase over the term of the agreement. In addition, there is a one-time, non-base non-pensionable lump sum payment in 2019 of 0.25 per cent. 
 
Highlights of the agreement include changes in the areas the City required: labour mobility, stability, flexibility and responsibility. These changes include a significant change to the job security provisions, stability in the cost of benefits, and simplified processes for layoff and recall.  
 
“The fact that we were able to reach and ratify this collective agreement without a labour disruption speaks to the hard work of both bargaining committees,” said Deputy Mayor Denzil Minnan-Wong. “This agreement achieved the changes that the committee set out in their mandate.”
 
Negotiations continue with CUPE Local 79 which represents the City's 21,000 inside workers.  The latest information is available at http://www.toronto.ca/.
